CAT Tracks for January 27, 2013 WITH A STROKE OF A PEN

Thanks to the State Board of Education, Illinois students will now appear dumber.

Local and state school officials will now get to devote a large portion of their time trying to explain why the public should not be concerned about the new lower scores on the almighty standardized tests...

...that the scores do not mean that the state is doing a worse job educating students.

Then, again...

They can continue with "Plan A" and blame the teachers and their evil unions!
