Madigan, Cullerton file lawsuit over halted pay

Madigan says that for the Governor to halt his paycheck is "purely political and unconstitutional."

Yet...

...even though the Illinois Constitution clearly states that the pensions of state retirees cannot be reduced, Madigan insists on pushing a pension reform plan that would do so.
