All of this furious searching for the "silver bullet" is simply a sign of the desperation felt by educators laboring under the threat of sanctions if their students don't meet or exceed expectations in the latest round of high-stakes standardized testing.

Or...

...it's a sign of various snake oil salespersons trying trying to convince educators that their approach is best in order to get their slice of the billion dollar public education pie.
