VII. Approval of Treasurer's Report - CEO/Interim Superintendent Justin M. Miller provided highlights. He reminded the BOE that there would only be one more "state aid payment" between now and August 1st. In response to a question, Mr. Miller reminded the BOE that state funding had been cut to 95% funding - the loss of basically one state aid payment (of 24 total.) Next years state aid is being cut to 89% - the loss of essentially two state aid payments. Due to the much publicized fiscal crisis in the the State of Illinois, Mr. Miller did not see much hope for relief. Motion made, seconded, and passed.

VIII. Approval of Payment of Bills/Payroll - No questions or discussion. Motion made, seconded, and passed.

IX. Informational

  1. FY12 ISAT Data Review by Rose Gayle Pickett - A handout was provided as a focus for the presentation. (Since these things are difficult to interpret without proper explanation, I am choosing not to provide a scan of the handout. If you are interested, I trust that the District will be presenting this information to various groups in the future.

  2. Update on Old Garrison and Bennett Buildings - With the upcoming closing of the District's Central Office (aka CCEC...aka "old junior high building), the District is concerned about "collecting empty buildings". Mr. Miller reported that District personnel are in contact with the City of Cairo about the possible demolition of the Garrison Building (which is empty and unused...with asbestos problems.) The Bennett building is currently being used for District storage, but the vacating of the current CCEC building will provide yet another building (far exceeding the storage needs of the District.) The District had explored options with Shawnee Community College (which had been using the CCEC for its Cairo extension classes.) However, Cairo has since received word that SCC has decided to use the Delta Center and is no longer interested in renting the CCEC or using CJSHS for its night classes.)

  3. Update on Rental Usage of Public School Buildings - Mr. Miller indicated that the BOE might want to revisit the District's rental charge policy...that some groups have asked for "extras" that cause the cost to exceed the current $100 rental fee. Mr. Miller indicated that the District was not interested in making money on rentals, but that due to the deficit currently being run by the District, it could not afford to subsidize the activities of outside groups.
